Important Federal Medicaid Changes Are Coming: What Allegheny County Residents Need to Know

More than 58,000 Allegheny County residents enrolled in Medicaid will be impacted by significant federal changes to the program over the coming months. According to the Pennsylvania Department of Human Services (PA DHS), nearly 26,000 local Medicaid recipients could lose their health coverage if they miss important notices or deadlines.

One Northside is sharing this information to help ensure Northside residents and families have the resources they need to understand these upcoming changes and avoid unnecessary interruptions in their healthcare coverage.

These federal changes will roll out in phases beginning this fall and continuing into 2027. While some new requirements won't take effect until January, there are important steps residents can take now to stay informed and protect their healthcare benefits.

Federal changes to Medicaid will affect eligibility, renewal requirements, and reporting obligations for some recipients. In many cases, individuals could lose their coverage simply by missing a letter in the mail or failing to respond before a deadline.

Change #1: Medicaid Eligibility Changes for Some Noncitizens

Beginning October 1, 2026, some noncitizens will no longer qualify for Medicaid coverage under new federal eligibility requirements.

Individuals who may be affected should have received a letter from the Pennsylvania Department of Human Services requesting updated immigration status information by July 30, 2026. If you believe you may be impacted, it's important to review the eligibility requirements and any communications you've received from PA DHS.

Change #2: New Medicaid Renewal & Work Requirements

Beginning January 1, 2027, some adults enrolled through Pennsylvania's Medicaid expansion program will experience two significant changes.

Medicaid Renewals Every Six Months

Some adults will need to renew their Medicaid coverage every six months instead of annually. Missing a renewal notice or failing to complete the renewal process on time could result in a loss of coverage.

Work & Community Engagement Requirements

Some adults enrolled in Medicaid expansion will also be required to participate in qualifying activities to maintain their benefits. These activities may include:

• Employment
• School or higher education
• Job training
• Volunteer service
• Other approved community engagement activities

The Pennsylvania Department of Human Services will begin contacting affected recipients about these requirements starting in September 2026, with additional guidance on reporting work activities or qualifying exemptions expected to follow.

Who May Be Impacted?

If you are enrolled in one of the following Medicaid managed care plans, these federal changes may affect your health coverage:

• UPMC for You
• Highmark Wholecare
• AmeriHealth Caritas
• Geisinger Health Plan
• Jefferson Health Plans Everwell

Not everyone enrolled in these plans will be affected in the same way, but all members are encouraged to stay informed and watch for communications from PA DHS.

4. Watch Your Mail
